Would it be useful to watch only a particular bin of groups you're not otherwise a member of, such as a method of escalation?
Group A - Member escalates a ticket by moving it into the "Group A - Level 2" Bin
Group C - Member sees the ticket in A's Level 2 bin and resolves it.
Rinse repeat.

I can see the utility, yeah, but you can also accomplish the same thing by creating an "Escalations" group. Member A throws the ticket into "Escalations -> Group A", and Member C is watching that bucket (or entire group, if s/he wants).

Yupp but that assumes that all group members need to be a member of the escalation group and will see eachothers tickets that has escalated.
Not always desirable.

You can currently do this with 'My Workspaces'. Just add a worklist, click 'customize' and set the 'Group' criteria.
This wouldn't show up on Overview, but if you wanted it to then you'd just do as Dan said and consider yourself a member of the receiving Group (or create an intermediary group).
We've thought about access levels at the bucket level, but it adds complexity without a compelling benefit.
