I can only find the resume a conversation setting while replying to a ticket.
Is it possible to set this without sending a reply?

This is actually not possible at the moment, but you're not the only one who has asked about it so it's definitely on our radar. In fact it was filed as a feature request from a while back.

Isn't there any way to work around this? I have alot of tickets imported from Cerb3 that I hided from quick assign until a later date that now keep popup up.

lines 131-195 of cerb4/plugins/cerberusweb.core/templates/display/rpc/reply.tpl.php is the "Next" section. It might be as simple as copying that to the add_note.tpl.php file, but I'm not sure, as I haven't tried it here. As always, make backups of your db first.
