Page doesn't fully load, but also no error

When I first go to the overview page, I see prerefresh.jpg.

It looks to not fully load the page as the buttons to do bulk update etc aren't loaded. It seems stuck not having rendered the "Updated" time

As soon as i click the "refresh" icon, the page shows correctly (see postrefresh.jpg).

How do I fix this problem?

Yes, i just tried it in IE7, same result.

Very consistent. Go to "overview" page. This loads. Click refresh icon, everything loads.
